It might be worthwhile taking his IRC business elsewhere--to another post
office, that is.

A post office in Webster, TX, which is on my way to/from work I have found
is a great place to transact IRC redemptions.  The ladies there are super
and recognize the fact that it's not my fault when the IRC is misstamped or
not stamped at all.  Now, I'm sure if I walked in with a bundle of the 'bad'
IRC's, they would draw the line somewhere.  But, as long as it's only a
half-dozen a year or so, they take them without hesitation.

As to "the postmark isn't from the country I am trying to send the card back
to," what are you doing that alerts them to that?  Maybe if you simply go in
to redeem the IRC's for postage without any outgoing mail in hand, it might
work out better for you.  I've never been asked where I'm sending postage
from redeemed IRC's.
