[CQ-Contest] Contest 10 minute rule question

The WPX has a 10 minute band change rule for Mutli-One.  How is the
ten minute period determined?

1. Is it based on 6 different 10 minute periods in the hour (i.e.
minute 0..9, 10..19, 20..29, etc)

2. is it based on a any contiguous 10 minutes.

If the RUN station is currently working on 20m and makes a series of
contacts while the MULTIPLIER station is working on 40m, when can
the RUN station switch to 15m?

For example,   if the last contact of the RUN station was at 8:30 on
20m and the last contact of the MULTIPLIER station was at 8:35, when
could the RUN station switch to 15m - at 8:40 or 8:45?
