[CQ-Contest] OFF Freq Callers

I've always thought this was just my problem of some DX stations calling off
freq.  I find that JA's tend to call a bit on the low side, SSB or CW ,  We
don't normally hear enough EU on 10 M where I tend to operate to notice.
