[CQ-Contest] seeking source for US County to US city lookup/vice versa

Try the US Post Office site on the web.
There's a lookup facility which is used to determine proper zip code, and it
also provides the County.
Caution: it's accurate mostly, but may show the county of the post office
that services the address, which might possibly be different.
