[CQ-Contest] CQWW - are signal reports optional?

This was my most memorable contact of the weekend:

     23-Nov-02  2043   4293  28027  VU2WAP       599 22

Ten meters had been closed to Europe for several hours - the last EU worked 
was at 1757Z.  Miku was weak but perfectly readable.  We were beaming in 
all directions, so I have no idea what path this was.
