I'm afraid nobody but ARRL can understand this policy. 
I think it's a very polite way to let non-members know 
that they are not very welcome in the ARRL's contests.

Good day

If the contest is international the resalts should be available to all participants without any discrimination on MEMBERSHIP basis.

It really discourages international participants.
