[CQ-Contest] QUOTA'S in the old days

Quotas on number of Q's in the 'good old days' so as to level the playing field between 
the Coasts of the USA. hmmm... 

Would be interesting, indeed, to see what kinds of debate and arguments occured when the 
discussions ensued following the suggestion to eliminate the quota system and make it a 
more 'free for all' setting. Do you think the debate  (then) about the unfairness to the 
Eastern USA from Western USA JA advantage and the Eastern USA from Western USA for EU 
advantage raged back then as hotly as our debates do today on such topics as SO2R/24 
hours, etc..etc?

Just goes to show that all things are cyclical...

Perhaps some of you grizzled veterans may have some knowledge.
