[CQ-Contest] Licensing Changes

Ron & Everyone,

The best way to get more CW activity on the bands during "non-contest times"
is to hold some contests on weekdays.  Wasn't there a two-hour Int-Sprint
held on a Wednesday night once?  Something like that a couple times a month
would sure get me on.
