Are there SO (non distracted by Packet Spots) that actually submit as
SO(A) to place high or win the SO(A) category?

Would that be considered illegal, unethical and/or immoral?

And, are there ops that make use of ONE Packet Spot to (minimize
distraction and) legitimately submit  SO(A) to place high or win the
SO(A) category?
