[CQ-Contest] Updated WRTC-Style IARU-HF Team Rules and Questions - 18 June

The WRTC-Style IARU HF Championship 2003 Team Competition

We are now about a month from the IARU contest.  Since the original
announcement there have been some questions asked and some clarifications
made, so I am republishing the rules with all changes noted.

[CHANGED] How Are WRTC-Style Scores Submitted?  Scores will be submitted via
the 3830 score submittal Web site: http://www.hornucopia.com/3830score/.
WA7BNM will enable a WRTC team menu for one hour following the end of the
contest (until 1300Z, 13 July).  Scores will then be sorted automatically by
Bruce's software and relayed to the 3830 and CQ-Contest reflectors shortly
thereafter.  Remember - you still have to submit your logs to the regular
IARU-HF contest log checkers to be included in the published results for the
contest.

[CHANGED] How Are Teams Registered?  Your team's operator calls and the
callsign that will be used during the contest should be emailed to me no
later than 1200Z, July 11th - that's 24 hours before the start of the
contest.  I will then send a list of the team calls to WA7BNM and he will
use that to create the team menu for entering your score.  All rule changes
and notes will be published here on the CQ-Contest reflector. (The list of
teams for which I've received actual registration messages are at the end of
this message. I understand that many more are planning to register, but
haven't done so yet.)

What Are the Rules?  Use the WRTC-2002 Rules
(http://www.wrtc2002.org/rules.htm) with the following exceptions:

Rule 3 - 160-meter QSOs are allowed.
Rule 8 - This set of rules is waived with the exception of using DX spotting
assistance and non-amateur means to solicit QSOs - these are still
prohibited.
Rule 9 - Any logging program may be used.
[CHANGE] Rule 10 - Use standard IARU scoring, not WRTC-2002 scoring
Rule 12 - No log checking is performed - only scores are submitted.
Rule 14 - Winners will be announced from each ITU Zone.
Rule 16 - The only Setup Restrictions are:
  (1) 100-watts maximum output power.
  (2) A single multi-band directional antenna for operating on any of the
20-15-10 meter bands, no higher than 25 meters from the ground.
  [CLARIFIED] (3) A single wire antenna for the 160-80-40 bands no longer in
any dimension than a 160-meter half-wave dipole and no higher at any point
than 25 meters from the ground. The antenna may have only one radiating
element, including traps, stubs, and loading devices. Multi-conductor
dipoles, for example, are not allowed. No other antenna may be used for
receiving. i.e. - The two stations must share the pair of allowed antennas
and may use any means of switching between the two antennas.
(4) There are no restrictions on interconnection of the station computers or
radios.
[CLARIFIED] (5) Operators may use either radio at any time within the
limitations of the IARU rules for multi-operator, single-transmitter. This
includes the 10-minute rule.

Real-time score reporting is still under consideration, but I don't have any
additional information right now.

I highly encourage all teams to take photos of their setups and submit them
to the IARU-HF Soapbox Web page on the ARRL Web site.
