[CQ-Contest] QRZ to CT (Licensing query Portugal)

Is anyone in CT land close to Portugal Telekom(PT) or the PTT there
regarding radio licensing.  The reason for my question, is that PT have now
taken over ALL telecommunications in East Timor (formerly 4W6), and I'm
keen to get an idea how the PT radio licensing in E.Timor is being
accomplished.  All of the VK telecommunications networks were termianted on
1st March and is now PT.  (ie, E.Timor behaved like another state of VK at
least from a telco's point of view.)

I was planning the CQWW from there, but then all methods of radio licensing
there died early December..... hence my move to nearby VK9X.
