USA cannot work another USA for points in CQWW DX.
If Andy signs NP3D, USA ops will think he's in PR
and call him. No points for Andy, no points for
callers.  Just a waste of time for all concerned
(unless the caller happens to need zone 5 for a mult).
And since Andy is proposing to be SB 80m, most of his
calls will be from USA stations. It's not my idea of
