[CQ-Contest] 15m Broadcast QRN Today

ARRL still has it's Intruder service of some sort going, doesn't it?  Maybe
notifying ARRL about it will lend some weight to the issue with the VOA
folks.

According to some of the intruder reports from ARRL, "Additional reports and
observations are welcome to ARRL Monitoring System Administrator Tom
Hogerty, KC1J, thogerty at arrl.org."
