I doubt (and hope I am right) that ARRL will charge CQ to
provide this.  The user is paying for this in the "QSL
credit" fee.  That is as it should be.

By the way,  it appears that it is not impossible for
non-NA stations to get it done.  In fact, my most recent
QSL's include EA6NB, VQ9MR, and EX2M.  The copies of
official documents appears to be very do-able for stations
in as disparate locations as these.
