Bill's comments about USB vs .LSB are correct, but actually 97.307 relates
to spurious emissions like harmonics, images, parasitic oscillations, etc.

Signal bandwidth, which is more relevant for this annual band-edge
discussion, is defined in FCC Part 2, Subpart J, Sec. 2.202 (and again in
Sec. 2.1049), and defines the signal bandwidth as being the difference
between the frequencies where the signal is is 23 dB down from the mean
signal power (the actual wording is "0.5%", but the math which translates
that to 23 dB is easy).

21200.5 USB is fine. 21200.4 is not. The explanation of why is complicated,
but that's the answer.
