[CQ-Contest] Russian 160-Meter Contest Correction on Times

Ed K1EP reports that the Russian 160-Meter Contest Web site shows different
times than reported in the 12/15 Rate Sheet.  Also, there are English links
on the page now: http://www.radio.ru/cq/contest/rule-results/index.shtml

Correct times December, 17 (21 to 23 UTC). There are two rounds: the first
one - 21 to 22 UTC, the second one - 22 to 23 UTC.
