Actually, this isn't what Fred said. He said he LISTENS first. And not 
just for 3-4 seconds. He really listens on the frequency. And if he 
doesn't hear anyone, then he will try a CQ.

A lot of people appear to shorten or eliminate the LISTEN part of this.
