[CQ-Contest] New 75m DX Window for VK

Look for VK's in the new SSB DX window of 3776 to 3800.  This should make it
easier for many VK's to get past the gauntlet of 3798 stalwarts who used to
actively suppress contest activity.

(That's 3779 to 3799.5 on your dial)
