[CQ-Contest] IARU Scores Database

Ah yes....another year and the IARU scores published in QST are botched.
This is getting really old.

How about this in future years....delay publishing the QST writeup until
AFTER the scores have been published to the ARRL web site.  Wait a month for
the web site to be scrutinized for the inevitable screw-ups.  Correct the
mistakes, THEN publish the QST writeup.
