Following this analogy further, these new cleared out "lanes" of spectrum w=
ould be for multi-ops only?  And, the authorities would closely monitor who=
 goes in and out of these lanes, to assure that only multi-ops use them.

P.S.  Even with the HOV variance, I think the traffic analogy is a good one=
.  Regarding emergency traffic - what contester would deliberately not give=
 clearance to an actual emergency?  That said, I do not equate a net that e=
xists "in case there is an emergency" to qualify for special treatment unde=
r any circumstances - aside from that rare occurance when an emergency actu=
ally is happening.
