In Region 3, we probably have the same wealth mix on the high seas, but
from WA7VNI's & K0HB's subsequent replies to K1MK's post, sounds like
there is a difference in legal status of yachties & other MMs in Region 2.

Other than the occasional R/O on a container boat or LNG tub, all we have
are self-assigned TI & HP calls talking to themselves with the occasional
real ham on the hard running the net.

Nice folks when met at the yacht club bar & often share a dislike of stink
boats, but they do have alternatives for communications which are lawful &
cost money as noted by K1MK.
