In EU Sprint high power is always been allowed.
(Actually now there is a new rule: "Low Power entries (up to 100W) will be
indicated by an asterisk (*) in the listing.")

TOP EU stations usually work 0 - 3 % of qsos with stations outside of
EU/UA9.
