[CQ-Contest] OE x XHQ in IARU HF 2004

There will be several OE x XHQ calls handing out the OVSV multiplier during
the upcoming weekend IARU HF Championship.

OE x XHQ ("x" is a number from 1 to 9)

Be carefull: it is possible you have different numbers in the XHQ calls even
on the same band!
