Banks have the benefit of long-standing relationships
with their customers: access to things like Social
Security numbers, established mailing addresses for
the customers, even some of your money. ;-)

Although there have apparently been some issues in the
past, DXCC has a pretty good reputation.  The ARRL is
right to err on the side of conservatism, lest they be
accused later of "locking the gate after the horses
have escaped".
