Consider how the PacketCluster system works today, with no authentication
or other security mechanisms in place to ensure that the spotter is
legitimately who they say they are. The PacketCluster system is
_routinely_ abused by those who are willing to cheat to improve their
score. After every single major contest there are obvious patterns of
abuse and cheating. So, yes, the "morality" of the amateur community is
something that we need to care about in system design.
The ARRL's Trusted QSL system is a fundamentally better way of doing things.
