[CQ-Contest] Really tired of erroneous Cabrillo error messages?

NO! Absolutely not.

The last thing we need is several dozen different sites all proclaiming 
to have the correct headers.

All of the Cabrillo headers should be fully defined on the Cabrillo 
specification page. No where else!
