[CQ-Contest] Maybe a better idea for certificates

Thanks for all of the positive comments.

The method that I envision for certificate distribution eventually is to be able
to access your results and then print your own certificate from the contest sponsors
website for those that are eligible.

Yes, I know, some sponsors are farther along with providing Internet results than
others.

I understand that I'm suggesting more work for someone else to develop this kind
of access but it might be a more reasonable solution in the long run.

However, I realize there are still those who participate that don't have Internet
access but maybe that could be indicated in the log submission so that those particular
participants could have one mailed to them.

Of course, the plaques are a different story but those are far fewer in number than
the certs.
