Leeson says in his book (p. 10-2) "The reflection is from the conductive or 
dielectric discontinuity between the air and the surface of the ground 
(giving effect to the skin depth), not from some magical underground water 
layer."  I infer from this that ground conductivity is relatively 
unimportant for horizontal polarization, which is all HFTA claims to model.
