You have to remember that each clock minute is either an "on" minute or
an "off" minute, and can't be counted as both. For example, if you log a
qso at 0100, and the next qso is at 0130, that is only a 29 minute break.
The 0100 and 0130 minutes are "on" minutes and 0101-0129 are "off"
minutes. At least that's how Tree explained it on this reflector in March
2005.
