[CQ-Contest] Apology for Bad Spots

I don't know how it happened, but I was made aware that I made about 90 or so spots 
incorrectly listing 28.418.   The tool, Winwarbler, a component on the DXLab suite has always produced
correct spots before, but either the latest version or some incorrect configuration on my part is not working
correctly, and I'll report it to the developer.

I want to assure anyone affected that the bad spots were not intentionally places to divert, harass, or confuse
and I'm taking steps to ensure that the problem will not occur in future contests.
