[CQ-Contest] Zone(s) of UA9S, UA9T

The basic problem is that people think that the zones are tied to the
continent.  They aren't... the waz rules set the zone boundries, and for
16/17 they are specified by oblasts/districts.  The wac rules set the
continent boundries which comes from a completely different organization.  

And then it gets more confused because 2 different organization's (arrl/dxcc
and darc/wae) lists of countries are merged to create the country multiplier
list.

So its no wonder there is some confusion about who is where and what they
count as.
