No, line 5 is unnecessary.  For some it was probably a carry over from
traffic passing days where you might start a message with 'aa1aa pse cpy nr
...' or something similar.  For others it is either cockpit or logger setup
error.  my guest op did that a couple times before he figured out that while
doing s&p he couldn't use the ; macro key in n1mm logger which by default
sends f5-f2, or 'his call' then the exchange.  It could be similar in other
loggers, if you don't watch what you are doing or end up in the wrong mode
you could automatically send the wrong type of exhange.
