[CQ-Contest] CQWW Multi-Single Rule

I have confirmed that Randy's interpretation is correct and I thank him for
bringing this to our attention.  Thanks to the others that have contributed
to this subject.  Although the initial question was from someone else, I too
have learned from this exchange.
