[CQ-Contest] 7QP multiplier file for CT

I have jiggered up some multiplier files to use in 7QP with CT.  CT runs in the
NEQP mode for this contest.  The scoring probably isn't right.

If anyone wants to test them, let me know.  There are some caveats which I will
tell you about.

I'll let the 7QP folks put the files on their web site after some initial
testing.
