I have seen one golf player turn to another and say,
"That's a gimme" or plainly not take a one-stroke
penalty when the rules are clear that they should.

I have seen golf at "higher levels" scrutinize play to
such a degree that penalties are assessed after a
round is completed based on "playing back the video
tape".

As a whole, we are stuck in the middle - between the
two scenarios above.  We must realize that the more we
try to unfairly "take a gimme", the more effort goes
into "playing back the video tape" (which costs either
money, effort or inconvenience).

The ARRL simply reacts (sometimes imperfectly) to what
it perceives to be an issue that would disadvantage
others (as is plainly the case here).
