[CQ-Contest] 15 minute log deadline

Amateur radio does not equal Internet access. 

This seems to be a bizarre concept for USA hams to fathom.

I go for days without Internet access in Senegal.

The people I compete with in the top ten do not cheat.

I know it seems odd, but we still can't assume everyone is connected to the 

Internet at their radio station.  One day we may be able to make that 

assumption.  As a quaint datapoint, in the early 1990s the ARRL's Contest 

Advisory Committee debated strenuously whether or not to expect logs in 

digital format.  For several YEARS.
