[CQ-Contest] Tree's excellent e-mail [was: SS off time calculations]

I have to sing praises to Tree for being willing to (1) identify themselves along with the adjudication role that they play and (2) bring light and understanding to the adjudication processes that they apply.

This in not a note about agreement *or* disagreement with those processes.  It is a plea for others to follow his example.
