No, it's not.  As G4BUO says "the critical point that
separates it from all the other 'technology' is that the
help is coming from other individuals in real time, during
the contest.

These "tools" represent hardware and not help/information
received from other individuals after the start of the
contest. With few exceptions, contest hardware restrictions
relate only to output power levels.
