[CQ-Contest] Get Rid of the Assisted Category

My vote:
Allow cluster, but do NOT allow selfspots in the DX-cluster.
I think most of the contest organisers have come to the conclusion that the use of internet and packet
is not controllable... And because of that, they allows the use.... 
In what way can the organisers control the use of specific internet sites to 100% during the contest?
