Because many people operate contests in order to get QSL cards, not 
necessarily for the competition. The fact that many of the ARRL's own 
officials do not use LoTW may come as a shock to many of those people 
and hopefully the discussion here will prompt those people to put 
pressure on the ARRL officials. OK?
