All those 3 maps show variations when compared to the ITU CIRAF 
Broadcasting Zones map as published by the ITU:

The zone boundaries very rarely follow physical or political boundaries, many 
countries are in multiple zones, ie. France is zone 27, 28 & 37 !

Obviously this could lead to some confusion, so best guide would be to use 
the table of ITU zones as shown on the ARRL web site:

http://www.arrl.org/contests/announcements/prefixtable.html
