Sure.  You run the rpc.rigd daemon set to communicate with your radio, and set
up tlf to talk to rpc.rigd in logcfg.dat:

RADIO_CONTROL
RIGMODEL=1901
RIGPORT=localhost


I *normally* use rpc.rigd (I even have my computer set up to start it on
boot-up) to talk to my rig, and set up hamlib-aware programs to talk to
rpc.rigd instead of directly to my rig, as it does a good job of allowing
multiple programs to talk to the rig.
