Hans, 

I posted a more detailed reply on the Writelog reflector.  

The short answer is the capability to "dual control" ANY WinKey 
based keyer must be provided by the controlling software.  If 
the software maintains its own internal speed and uses the proper 
speed setting commands, it is possible to set the keyer to the 
program's internal speed for program generated CW and reset the 
WinKey to the "pot" speed for paddle sent CW. 

As with anything software, the devil is in the details.
