[CQ-Contest] new 75 m privileges

Hmmm... I must be confused. The proposal I saw, listed cw as legal from 3.5 to 4.0 and the whole of 40,20,15.... and so on.
It said CW and.... for the entire band. 
Where did I go wrong?--...   ...--Dale - WC7S in Wy
