Then we can assume that the published Sweepstakes rules will be changed forthwith (on the
web, and in the next QST publication) to say "...send any two (decimal)digits..." rather
than "...the last two digits of the year you were first licensed"?

A simple clarification in the rules, if they really don't care what is sent, and if the
interpretation Hans received is "ARRL Official" rather than "ARRL off-the-cuff".

Let's all send "73" as our checks this year, in celebration or in protest!
