[CQ-Contest] CW segments

In looking at the frequency allocation chart on the ARRL web, it appears 
that advanced and generals cannot operate CW except 3525-3600 and on their 
authorized phone segments.  That is to say that a general cannot operate CW 
in the segment from 3600 to 3800 and an advanced cannot operate CW from 3600 
to 3700.  (The same principle applies on the other bands).  Is this a 
correct assumption?  This would appear to give Extras another 100 kHz of 
exclusive CW.  I thought that one could operate CW anywhere except that 
exclusive 25 kHz at the bottom of the band.
