Here's something that everyone can do to help catch the cheaters:

Configure your contest software and radio interface so that your submitted 
Cabrillo log shows the exact frequency that each QSO took place on - i.e. 14036, 
rather than 14000. Then send in your log, no matter how small.

Trust me, being able to reconstruct a suspected cheater's log using QSO 
frequency info from an independent source does make a difference.
