[CQ-Contest] renewing the 10 meter contest

I third that motion.  The 10 M contest is fine; you just use a different
strategy when the band isn't open much.  Sorry for those guys that had no
propagation at all. Don't get impatient, I have been through at least 4
cycles and they always come back. Come on sunspots!
