Food for thought:

Lots of folks would like to be in the running for a WRTC slot.
For those who don't cheat, there should be more incentive to help stop/catch
cheaters.
For those who cheat, they should be barred from participating in WRTC.

I have offered to host all the logs for CQWW and ARRL DX on my
getscores.orgsite,
where anyone will be able to do analysis.   It's up to the respective
organizations to
decide if this is a good thing or not.   It would be fairly easy to develop
software tools
to correlate spots with QSOs and quickly identify SO packet cheaters.
