[CQ-Contest] cheating with packet

I can seeYuri's reason, if everyone used it why not allow it without notice... The real problem is very very simple.... not all of us use it. simple as that. And... before you jump to the conclusion that just because some don't they aren't contenders, not have a decent station... Some station's owners feel that the real sport is doing the best they can... and actually, really compete with the best players in the world... and only they know themselves.... did they cheat or not. And you must accept that not everyone cheats... nor is interested in braggin rights... at the next meeting...
Some stations don't have access to packet... nor want it. Why punish them? The simple way is to at the least, allow those that desire to play without assistance of packet, to record their efforts without the degradation of mixin results with those that choose to use packet. It is a tool, only a tool, and nuttin but a tool, and if you choose to ride a bicycle, I'm bettin you won't finish in the next Stock car race, but then neither will they finish in the yellow shirt either. But what really makes it work... is the plain fact that the two winners can use a radio to talk to each other, at a time of their choosing, or by chance. 
  Funny how that all works. 
Pretty much the same reason there are economy cars, and luxury cars... to each his or her own.
